What is the ruling on the Imam's oversight, where he made a mistake in reciting the last verse, then intended to bow, and when the congregants alerted him, he rose before the takbir and before settling into the bowing position, then repeated the verse correctly and bowed?

It is not permissible for the Imam to return from bowing (rukūʿ) to correct the recitation of a surah (definition) in which he made a mistake, if he has already reached the stage of bowing. This is because doing so would invalidate the prayer if done intentionally and knowingly, as it involves returning from a pillar (rukn) to a sunnah (definition) (recommended act). However, if he had not yet reached the stage of bowing, or if he returned due to ignorance or forgetfulness, then his prayer is valid.
