Does wearing a long overcoat (palto) with a headscarf (isharb) that completely covers the head and neck constitute a valid shar'i hijab, or is there a violation in it because it might outline the head, and is it permissible to wear a regular watch to tell time?

The legal (Shari'i) hijab is that which covers the entire body, is neither descriptive (revealing the body's shape) nor transparent, regardless of its name or form. Scholars have differed on the obligation of covering the face and hands, and the preponderant view, in our opinion, is their obligation. As for wearing a watch, there is no harm in it. If it is for adornment, then the ruling on displaying it is the same as displaying bracelets and rings, regarding which there is a difference of opinion. This includes kohl, rings, bracelets, and henna.
