Do traffic violations recorded for speeding, which did not result in accidents or injuries, constitute a debt owed by the violator to the state?

You are obligated to adhere to traffic laws because they aim to preserve lives and wealth, and this is a maslaha mursalah (unrestricted public interest) that falls under the general texts of Islamic law. As for financial traffic violations, many jurists have stipulated the unlawfulness of punishment by financial penalties. Therefore, you are not permitted to evade paying fines if you believe that ta'zeer (discretionary punishment) with money is permissible. However, if you believe that ta'zeer with money is not permissible, then you may resort to stratagem to avoid paying them, as long as that does not lead you into a serious legal problem, for the Prophet, peace and blessings be upon him, said: "It is not befitting for a believer to humiliate himself."
