A Muslim residing in foreign countries is not permitted to lie to the state and take money he does not deserve, for this is a form of lying and wrongfully devouring people's property, and it is among the causes of punishment in the grave. One must adhere to the covenant made with the state, as long as it does not contravene Islamic law. If there is someone who violates these conditions and takes money without right, he should first be advised. If he does not respond, then it is permissible to report him to the authorities.
