Is it permissible to take out a bank loan to finance a clothing retail business project in Ramadan, with the intention of repaying it in a single installment from the proceeds of selling an apartment owned by the partner within three months?

If the bank is Islamic and the transaction is a legitimate financing like tawarruq, then there is no harm. However, if the transaction is an interest-based loan (riba), then it is not permissible except in a case of shar'i necessity, based on the Almighty’s saying: "O you who have believed, fear Allah and give up what remains [due to you] of interest, if you should be believers." Necessity is reaching the point of destruction or being close to it. What has been mentioned does not reach the point of necessity, and one can deal with Islamic banks or seek another job.
