Is knowledge of God's law in every matter attained by asking the people of knowledge or by seeking knowledge?

Consulting scholars is one of the ways of learning, as Allah Almighty says: "So ask the people of the message if you do not know." This is how the noble Companions learned by asking the Prophet, peace and blessings be upon him, and how Ibn Abbas learned "with an inquiring tongue and a comprehending heart."
