What is meant by "non-commercial personal use," and is it permissible to sell website materials at a nominal price to cover costs and convey good and da'wah to Allah, knowing that the goal is not material profit and that those involved in the sale do not receive profits?

Websites that allow personal, non-commercial use of their content do not prohibit the publishing and distribution of their materials to multiple individuals. Rather, they prohibit the use of such materials as a means of earning profit. Therefore, there is no objection to selling their materials at cost price to disseminate good. As for websites that sell their materials and prohibit downloading them except for a fee, it is not permissible to publish their materials, even at cost price, due to the financial harm involved and the infringement of their rights. Intellectual property rights are preserved for their owners.
