What are Sheikh Al-Albani's arguments for saying that the takbir upon rising from the first tashahhud should be while the worshipper is seated, and does that necessitate raising the hands while seated, or is he permitted to say the takbir while seated and raise his hands after standing up?

Shaykh Al-Albani holds that the takbir (utterance of "Allahu Akbar") occurs before rising from the sitting position, citing as evidence the hadith of Abu Ya'la, which he narrated and authenticated, and which states that the Prophet, peace and blessings be upon him, "when he rose from the sitting position, he would say 'Allahu Akbar' and then stand." This is further supported by the hadith of Ibn Hibban from Abu Humayd: "And when he rose from the two rak'ahs, he would say 'Allahu Akbar' and then stand." As for raising the hands, it appears from Al-Albani's discussion in "Sifat As-Salat" (The Manner of Prayer) that it is simultaneous with the takbir, referencing reports of the Prophet, peace and blessings be upon him, raising his hands along with the takbir, and what Al-Bukhari narrated from Ibn Umar that the Prophet, peace and blessings be upon him, "when he rose from the two rak'ahs, he would raise his hands."
