Is it permissible to give from Zakat al-Mal to a needy brother traveling for work?

If the brother is poor and wishes to travel to another country for work, it is permissible to give him zakat from the share allocated for the poor. In fact, giving it to him is better, due to the Prophet's (peace and blessings be upon him) saying: "Charity given to the poor is a charity, and to a kinsman, it is two: charity and strengthening of kinship ties."
