What is the ruling on one who narrates a Hadith that has no origin in the books of Sunan and claims a chain of narration for it, which is: "The leftover water of a believer is a cure (shifa’)"?

This Hadith has no basis with this wording, according to Al-Hafiz Al-Iraqi and Mulla Ali Al-Qari. It is forbidden to narrate a Hadith that has no basis, except to clarify its درجه (degree/status), and claiming an isnad (chain of narration) for it is a forbidden lie.
