Is it permissible for someone who believes that watching the series "Umar" is forbidden to compel his brother not to watch it, and is a man from Ahl al-Sunnah wal-Jama'ah sinful if he believes masturbation is permissible to relieve sexual urge without fear of committing zina (unlawful sexual intercourse)?

The ruling on watching the aforementioned series has been previously clarified. Denouncing its viewing is Islamically required due to the presence of objectionable elements within it, such as music and the appearance of women in normal dress. However, coercion, prohibition, or denunciation by hand, its ruling varies according to circumstances and individuals, and is contingent upon one's ability and the consideration of benefits and harms. Indeed, denouncing evil has four degrees: The first is that it is removed and replaced by its opposite; the second is that it decreases; the third is that it is replaced by something similar; and the fourth is that it is replaced by something worse. The first and second are permissible, the third is a matter of ijtihad (independent reasoning), and the fourth is forbidden.

As for masturbation, it is forbidden according to the majority of scholars. However, whoever from the people of ijtihad permits it, and intends the truth, then there is no sin upon him; rather, he is rewarded for his ijtihad. And if a common person follows him, believing him to be from the people of knowledge and ijtihad, and does not follow him out of whim, then he is excused.
