What should be done regarding a person who openly commits a sin that involves disparaging sacred things and boasts about it, and is it obligatory to report him to someone who can deter him?

Changing evil is an obligation according to one's ability, first through good counsel. If that is not effective, then one should seek assistance from someone capable of deterring it, in accordance with the generality of the verse: "And cooperate in righteousness and piety."
