Is it permissible to work from home without issuing a commercial license, given that the state mandates it and the license requires a commercial register that is not issued to non-citizens, with the condition that the owner of the business resides in the licensed home?

The fundamental principle regarding trade in permissible goods and the practice of lawful professions is permissibility. However, circumstances may arise that remove it from this state of permissibility, such as regulatory bodies prohibiting their practice without a license. This is done to manage people's affairs, secure benefits for them, or ward off harm from them. The ruler (Wali al-Amr) may restrict what is otherwise permissible if it serves a public interest. It is not permissible to contravene such restrictions as long as the interest is clear, lest contravening them lead to widespread corruption.
