The state's intervention and the addition of conditions during the agreed contract period is not its right, as it constitutes a breach of the contract. You may work secretly as long as you do not fear harm. However, if its intervention is after the expiration of the period, then it is its right to do so, and you are obliged to comply, unless there is clear injustice or harm without a recognized benefit. In that case, you may repel injustice through stratagems, for the Prophet, peace and blessings be upon him, said: "There shall be no harm or reciprocating harm." Obedience to the ruler in restricting what is permissible becomes obligatory if there is a clear or predominant benefit in it, and his actions are tied to the public interest. Here, the corruption is prevalent, and warding off corruption takes precedence over achieving benefits.
