The answer

This incident is considered accidental killing due to excessive speed. The motorcycle rider is liable for diyah (blood money) and (expiation), in addition to the sin between him and Allah if he was negligent in speeding. All servants will be held accountable for their deeds on the Day of Judgment. Allah accepts sincere repentance from His servants, and kaffarah is considered repentance, mercy, and atonement for any shortcomings that may occur.

There is no contradiction between the occurrence of the accident by divine decree and destiny, and the accountability of the servant for his actions. The servant possesses choice and ability over his actions, and he will be questioned about his deeds and earnings, not about Allah's pre-ordained decree concerning them.
