What is the meaning of the prophetic Hadith: "The intention of the believer is better than his deed, and the deed of the hypocrite is better than his intention"?

Al-Tabarani and Al-Bayhaqi narrated the hadith: "The intention of a believer is better than his deed," and "The intention of a believer is more profound than his deed," both of which Al-Albani graded as weak. Al-Bayhaqi explained the meaning of the hadith by saying that intention is not susceptible to corruption, unlike deeds, and that a good intention can be an act of obedience even if it is not put into action, whereas a deed cannot be an act of obedience without an intention. Abu al-Sahl al-Sa'luki said that intention in deeds is to counteract hypocrisy and conceit.
