Is paying a sum of money to someone in exchange for them preparing the airline ticket, accommodation, visa, and employment contract for travel to Qatar for work purposes considered a bribe, especially concerning the employment contract?

If the efforts of the intermediary in issuing the ticket, accommodation, visa, and work contract are free from forbidden matters, and bringing workers is not part of his obligatory work, then what he takes for that is permissible, by way of ju'alah (a stipulated reward for a specific task), provided that the compensation is known and the work is permissible. However, if his efforts involve a forbidden matter, such as bribery or taking someone's right, then it is forbidden for him to take compensation.
