Is the term "the Legislator" (al-Shari') one of the names of Allah or one of the names of the Messenger, may Allah bless him and grant him peace?

Allah Almighty is the Legislator who lays down laws for His creation, as stated in the Holy Quran: "Unquestionably, His is the creation and the command" and "Legislation is not but for Allah." Allah legislates in His Book or through the tongue of His Prophet, peace be upon him, for He states: "And whatever the Messenger has given you - take; and what he has forbidden you - refrain from." The word "al-Shari'" (the Legislator) is used in the texts of scholars to refer to Allah Almighty or His Messenger, peace be upon him, because the Prophet, peace be upon him, is the expounder of what Allah has legislated. It is not meant to be one of Allah's or the Messenger's names, as their names are definitive (tawqifiyyah) and this name has not been reported among them.
