The water in tanks belongs to their owners, and it is not permissible to take from it except with their permission, unless their consent is clearly known through circumstances, or if custom dictates tolerance in such matters. In such cases, customary permission is equivalent to verbal permission. If it is assumed that the water is usurped, then ablution with it is valid and sufficient according to the most authoritative opinion of the majority of scholars, because if the forbidden element is not inherent in the act of worship itself, it does not invalidate it.
