What is the meaning of "the neighbor close to you" mentioned in the Noble Qur’an, and what are his rights?

The phrase "al-sahib bil-janb" (the companion by your side) in the noble verse "and the neighbor who is a relative, and the neighbor who is a stranger, and the companion by your side" has been interpreted as referring to the wife, or the travel companion, or a companion in general. The verse may encompass all these meanings. The demand for showing kindness to them is established by Allah's saying: "And live with them honorably," and by the Prophet's (peace be upon him) saying: "The best of companions in the sight of Allah is the best of them to his companion."

The rights of the companion by your side include the rights of the wife if that is the intended meaning, and the rights of the travel companion, some of which are obligatory and some recommended, and some of which are shared with Muslims in general, and some are specific to him, such as keeping his secret, fulfilling his needs, enduring his injustice, accepting his excuses, covering his faults, and refraining from blaming him.
