Is it permissible to ignore paying a fine for parking a car in a prohibited area, and do the authorities have the right to impose these fines?

Traffic fines fall under the category of financial chastisement (ta'zir bi al-mal), which is permissible in Islamic law according to what was championed by Sheikh al-Islam Ibn Taymiyyah and his student Ibn al-Qayyim. Therefore, it is not permissible to evade them. The Islamic Fiqh Academy views the permissibility of financial chastisement as a deterrent for those who endanger public safety, and for those who violate traffic regulations enacted for the public good, a fine is imposed as a rightful punishment.
