What is the ruling on beginning with the Basmalah, then Al-Hamd (praise be to Allah), then Salawat (prayers) upon the Prophet (peace be upon him), then "Amma ba'd" (thereafter), and concluding the writing with Salawat upon the Prophet (peace be upon him), then Al-Hamd, or "Allah knows best"? Is the existence of this practice among many scholars sufficient for imitating them?

Beginning with "Bismillah" (In the name of Allah), praising Allah, and sending blessings upon the Prophet, peace be upon him, is prescribed for every important matter, based on the Prophet's saying, peace be upon him: "Every speech or important matter that does not begin with the mention of Allah, the Mighty and Majestic, is cut off (incomplete)," or "Every important matter that does not begin with the mention of Allah and with 'Bismillah Ar-Rahman Ar-Rahim' (In the name of Allah, the Most Gracious, the Most Merciful) is cut off," and "Every important matter that does not begin with the praise of Allah is cut off." It is also established that the Prophet, peace be upon him, wrote to Caesar beginning with "Bismillah Ar-Rahman Ar-Rahim." Allah has commanded us to send blessings upon His Prophet. Scholars have unanimously agreed on the desirability of beginning supplications with praise, commendation, and blessings upon the Prophet. It is also prescribed for the speaker or writer to say "Amma ba'd" (Thereafter), following the example of the Prophet, peace be upon him.
