The answer

There is no objection to taking a benevolent loan () if it is for a permissible need, such as purchasing a means of earning a livelihood or paying off a debt. As for an interest-based loan (Riba), it is not permissible except in cases of dire necessity or an urgent need for which no other way can be found to fulfill it apart from borrowing with interest. Merely being in debt does not permit borrowing with interest.
