What is the ruling on one who says that science will instantaneously transport humans, soul and body, thousands of kilometers?

There is no religious impediment to modern science discovering methods that enable humans to travel spirit and body over long distances in moments, as long as these methods are based on sound scientific principles and cosmic laws. Religion calls for the development of the Earth, and this is only accomplished through the will of God, who creates what we do not know. Every new discovery indicates the depth of human ignorance regarding what was previously hidden from them.
