Is testifying to the inability to ascertain the patient's truthfulness considered bearing false witness?

It is forbidden for a physician to issue sick leave certificates to those whom he knows or predominantly believes are not entitled to them, and this is considered falsehood. The ruling on these certificates is prohibition, due to the lies and falsehood they contain.

However, if the physician made an effort and issued the certificate based on his predominant belief and what appeared to him regarding the patient's condition, and the truth was contrary to that, then there is no blame upon him, because the sin of error is lifted from the servants. If the patient resorted to deception and convinced the physician with an untrue reason, then the sin falls upon the patient, not upon the physician.
