Should Fatwa no. (11831) regarding "scarves" be re-examined; because they are wrapped around the head and separate it, and do not achieve the required covering in hijab?

A short headscarf is permissible if it covers the entire head and no hair is visible from underneath it. However, if it separates the head [i.e., does not fully cover it] and does not conceal it, or if hair becomes visible from underneath it, then it is not permissible.
