What is the ruling on using and disseminating da'wah designs created with pirated software, and what is the ruling on sending fatwas to a website that uses pirated software to design them?

It is impermissible to use pirated software. Whoever uses it is obligated to pay its owners for the missed revenue or to give charity on their behalf. It is permissible to benefit from what has been produced using such programs, but do not cooperate with anyone whom you know uses pirated software in design.
