The answer

Whoever abandons , denying its obligation, is an disbeliever by consensus. He is to be asked to repent; otherwise, he is to be killed for apostasy. As for whoever abandons it due to laziness and miserliness, he has committed one of the major sins. Zakat is to be taken from him by force, and if he resists with fighting, he is to be fought.
