Is it permissible for the husband to prioritize spending on his parents over his household, wife, and children?

A husband is obligated to provide for his wife and young children, and he is not permitted to neglect this duty. If he is capable but fails to provide, it is permissible for his wife to take maintenance from his wealth without his knowledge. The maintenance of the wife and children takes precedence over the maintenance of relatives. Divorce occurs by utterance without the need for registration in court. A husband may take back his wife if her waiting period (iddah) has not expired, or with a new contract after the waiting period if it was the first or second divorce. Reconciliation is advised due to the good it brings for the children.
