What is the ruling on building mosques in the form of multi-story buildings, with some floors allocated for prayer and others for services and religiously permissible celebrations, in addition to building commercial shops affiliated with the mosque to fund it? And is there a previous fatwa that prohibits this?

It is permissible to construct a multi-story building where some floors are for the mosque and others for meetings or commercial shops. The Permanent Committee for Scholarly Research and Ifta stated in its fatwas: "It is permissible to make the floor beneath the mosque into shops that are rented out for the benefit of the mosque to cover its needs." However, the division of the building must not contravene the condition set by the endower (waqif), because "the words of the endower are like the words of the Lawgiver in terms of obligatory adherence."
