Is it permissible for the wife to dispose of the gold from the dowry, which is listed in the movable property inventory and signed by the husband, without his permission?

The wife does not own gold merely because it is written in the list of movables. Rather, she owns it if it was part of the dower (Mahr), or if custom dictates it is part of it, or if it was stipulated in the marriage contract that it belongs to her, or if the husband gifted it to her. In such cases, she may dispose of it without her husband's permission. However, if the husband gave it to her as a loan for adornment, then it remains the husband's property, and she may not dispose of it without his permission.
