Are the gold jewelry and other golden gifts from the husband considered the private property of the wife, and is it permissible for her to donate some of them, without her husband's permission, with the intention of ongoing charity?

A wife may dispose of gold given to her by her husband if it was a gift, or part of the dower (mahr), or if custom dictates such ownership. However, if he gave it to her solely for adornment, or if custom dictates that she does not own it, then she is not permitted to dispose of it without his permission.
