How is zakat paid on pasturing sheep, what is the restriction of pasturing, and are the wages for herding and medical care calculated when paying zakat?

Scholars have differed regarding the condition of pasturing (as-sawm) for the zakat of livestock. Malik and Al-Layth held the view that it is not a condition, while the majority of scholars considered it a condition, meaning that their sustenance must be from grazing on the earth's herbage. This latter view is the most preponderant. The preponderant opinion of the majority is that the characteristic of growth (an-nama') is considered in zakat, and this characteristic is only found in pastured (sa'imah) animals. The majority of scholars differed on the extent of pasturing that constitutes a condition. The Shafi'is said: If the livestock is fed for a period during which the animal could survive without feed, then zakat is obligatory. The Hanbalis and Hanafis said: If it is pastured for most of the year, then zakat is due on it, otherwise not. This is the correct view because the ruling is based on the majority. Accordingly, whoever has pastured animals that are fed for most of the year does not pay zakat on them. But if they are pastured for most of the year, then zakat is due on them, and nothing that was spent on them is to be deducted from their zakat.
