What is the ruling on a girl (12-16 years old) publishing her photos on Facebook without a hijab, but with the rest of her body covered?

It is impermissible for a girl who has reached puberty, or is likely to have reached it (above 12 years of age), to publish her pictures on the internet or any other medium of publication. This is because she is considered to be effectively an adult and a potential object of desire, which opens the door for everyone to look at her. The jurists have explicitly stated that it is impermissible to look at a girl who has reached nine or ten years of age, so what about one who has exceeded twelve? If a girl is under the guardianship of someone, that person must prevent her from publishing her pictures on the internet, admonish her for doing so, command her to observe hijab, and accustom her to modesty and the dress of piety.
