Is it permissible for a resident of Malaysia, whose home is about a 10-minute walk from the mosque and who cannot hear the Adhan, to pray Fajr at home due to fear of stray dogs in the empty streets?

Congregational prayer is obligatory for every mature, capable individual who hears the call [to prayer]. However, those with a valid excuse are exempted from attending. Fear for one's life from murder, severe harm, or unjust imprisonment is considered a valid excuse that permits praying at home. But if the place is safe, then going [to the mosque] is obligatory. It is commendable for a person to provide a car to facilitate going. Walking to the mosque earns a reward from Allah.
