What is the ruling on civil marriage (ZAKS) conducted by a female judge in the presence of a male and female witness, and registered at a later time? And does it suffice for the Shar'i contract, in the past and present?

If the marriage fulfills the Sharia (definition) conditions, it is valid. Its registration in official records is not a condition for its validity; rather, it is for documentation. However, if the marriage is limited solely to registration in the aforementioned record, it is invalid for two reasons: the absence of a guardian (wali) for the woman, and the absence of two upright witnesses. Whoever's marriage was limited to this registration must renew their contract according to Sharia conditions. As for the children, they are attributed to their fathers.
