If the field of study is permissible (like medicine and engineering) and not forbidden (like music), then there is no objection to continuing studies up to a doctorate, and there is no objection to accepting assistance from international institutions, as long as this does not entail a forbidden condition, such as serving the assisting parties in a forbidden matter or traveling to a country where one cannot preserve their religion.
