Is it permissible to give zakat to a woman and her impoverished children, while her husband stays at home and does not work despite his ability and good health?

If a man does not spend on his wife and children what is obligatory for him, and they do not have sufficient wealth, then it is permissible to give them from Zakat due to their poverty.
