What should a Muslim do if he is able to get married and avoid falling into forbidden acts, but fears that he may not fulfill his wife's rights; should he get married or is masturbation permissible for him?

Marriage has categories: It is recommended or obligatory for one who is able to afford it and fears for himself if he apprehends falling into sin. It is forbidden for one who fails to fulfill the wife's rights in intercourse and provision, despite his inability and desire. It is disliked for the poor person who cannot afford the expenses or has no desire. It is recommended for one from whom offspring is hoped, or who desires enjoyment without intercourse. And it is permissible for one who does not procreate and has no desire for women, if the woman consents. Masturbation is forbidden, and whoever gives up something for Allah, Allah will compensate him with something better. Believers guard their private parts. The lawful way for one who cannot marry is fasting.
