The answer

Allah has forbidden adultery, sodomy, and every means that leads to them. He has also commanded believers to lower their gaze. Watching images of naked children is often accompanied by lust. Ibn Taymiyyah conveyed the consensus of scholars on the prohibition of looking at the face of a boy with lust. He considered a smooth-faced, beautiful boy to be in the same category as a foreign woman in many respects, and that it is not permissible to kiss him with lust or look at him with lust, by the consensus of people. Indeed, it is forbidden by the majority of scholars when there is a fear of such. Therefore, it is not permissible to look at images of naked children, nor at their chests and faces if that is accompanied by lust.
