Is one excused for ignorance if they commit something forbidden or disliked in Muslim lands? And are they as sinful as someone who knows the ruling but does not apply it? What are the matters for which this ignorant person is excused? And will Allah punish them and admit them to the Fire?

The parameters for being excused by ignorance have been previously explained in prior fatwas. Shaving the beard is not among the matters necessarily known by every Muslim, so whoever shaves it out of ignorance of its ruling is excused. The matters for which ignorance is not an excuse are those well-known among the general populace, such as the obligation of prayer, zakat, fasting, and Hajj, and the prohibition of fornication, alcohol, carrion, and pork. That which is not necessarily known from the religion is excused by ignorance, and this varies according to people and environments. The excused person is not punished, as Allah Almighty says: "And We would not punish until We had sent a messenger."
