Is a person excused by ignorance if they are ignorant of the ruling on masturbation, even if they have not committed it?

Ignorance of a legal ruling is one of the impediments to accountability. Thus, whoever commits a forbidden act out of ignorance of its prohibition incurs no sin, for the Prophet, peace and blessings be upon him, said: "Indeed, Allah has overlooked for my Ummah (nation) mistakes, forgetfulness, and what they are forced to do." Therefore, whoever is ignorant of the prohibition of masturbation is excused and not held accountable.
