As for someone who did not attend the Eid prayer, Friday prayer is not waived for them. The Imam of the mosque must establish Friday prayer so that whoever wishes to attend, and whoever did not attend Eid prayer, can witness it. Those who are excused from attending Friday prayer should pray Dhuhr after its time has entered. It is not prescribed to call the Adhan for Dhuhr on that day except in mosques where Friday prayer is held.
