Were creatures created all at once, or did they appear and develop in stages?

The statement that Allah Almighty created creation all at once is a claim made by some innovators, such as Ibrahim ibn Sayyar al-Nazzam, the leader of the Nazzamiyyah sect of the Mu'tazilah, who was accused of heresy and iniquity. He adopted this view from philosophers.
