Is it permissible to take a loan from an Islamic bank with the guarantee of a ministry that has refrained from paying financial dues, then travel and leave the ministry to pay the amount, knowing that it only generalizes the dues after a lawsuit that lasts for years?

It is not permissible to deceive the bank if it is unaware of the true nature of the matter. The issue of the worker's right being established, similar to others who filed lawsuits against the company, is not a standalone justification, as there might be differences or the previous ruling could be contrary to the truth. A financial right is one thing, and deceiving the bank regarding an unconfirmed guarantee is another.
