Is it permissible for a Muslim man to marry a Muslim woman who does not wear hijab and works in a foreign country that prohibits hijab, knowing that marrying her is the only opportunity for the questioner to escape his difficult circumstances, and that the woman is of good character and religious but cannot wear the hijab at work?

Marrying a woman of religious commitment and good character is the best, for the Prophet, peace and blessings be upon him, said: "Choose the religious one, and you will prosper." This is because a righteous woman is a comfort, and trustworthy with wealth, honor, and children. As for marrying a disobedient Muslim woman who is not religiously committed, it is permissible in principle if there is no other impediment. However, it is better to avoid it if the wife is not convinced to abandon religious transgressions, especially if it necessitates residing in a land of disbelief, due to the danger this poses to the Muslim's religion, morals, and children. Wearing the hijab is a religious obligation that a woman is not permitted to remove except in her home or in front of those to whom it is lawful for her to be seen.
