The noble Hadith describes two categories of people of Hellfire whom the Prophet, peace and blessings be upon him, did not see: a people with whips like the tails of cattle, with which they strike people; and women who are clothed yet naked, inclining and causing to incline, their heads like the humps of inclining camels. These women will not enter Paradise nor smell its fragrance. An-Nawawi and others explained "their heads like the humps of inclining camels" to mean that they enlarge their heads with headscarves (khumur) and turbans, or that their hair is braided and raised to resemble the inclining hump of a camel. Al-Mazari explained "inclining" (al-mailat) to mean that they desire men and do not lower their gazes.
