Is it permissible for a Muslim woman who is new to Islam to remove her headscarf when she returns to her country or in her mother's house in front of her Christian sisters?

Muslim men and women must adhere to the rulings of Islam, by performing the obligatory duties and refraining from the forbidden acts. As for what a Muslim woman is permitted to display in front of non-Muslim women, please refer to Fatwa no. 46893.
