Is it permissible for a refugee in the Netherlands to use money allocated for studying to pay for a school that would exempt him from a remaining language course without having to study it, knowing that a portion of the money would be returned to him as a "gift"?

One must adhere to the conditions of the granting entity as long as they are permissible, due to the Almighty's saying: "O you who have believed, fulfill [all] contracts," and the Prophet's (peace be upon him) saying: "Muslims are bound by their conditions." Therefore, it is not permissible to accept an offer that involves deception and falsehood. Rather, the remaining material should be studied within the agreed-upon curriculum.
