What should a sister do whose younger brother harms her and photographs her while she is asleep, and she cannot stop him after the father's death, despite her family's knowledge of the problem and their attempts to deter him?

What the brother is doing with his sister is a serious matter and a great audacity towards evil and corruption. The sister must deal with him as if he were a stranger, by veiling from him and not allowing him to be alone with her, and by securely locking the door when sleeping. He must be advised and reminded of Allah, and the danger of his actions must be explained to him. If he does not desist, he must be threatened with raising the matter to relatives or responsible authorities to deter him and stop his harm and evil, because not every disobedient person should be covered up; one who openly commits sin may have their matter exposed.
